在经济全球化下探究政府行政能力创新
摘 要
随着经济全球化的高速发展和全面深化改革的不断推进，创新日益成为一个国家和民族生生不息持续发展的重要动力来源。以创新驱动发展，是所有行业成长壮大的必由之路。毋庸置疑，推进公共行政领域内的创新实践，是各级政府必须担负起的重要责任与伟大使命。切实提高政府的行政效率与公共服务水平，不仅能够提升群众的获得感，而且对于建设创新型社会也尤为关键。近年来，越来越多的政府部门立足本地实际，锐意改革创新，取得了令人瞩目的成绩。但我们也看到，政府创新过程中面临着众多因素的阻碍。本文致力于探究影响各级政府创新的因素，以期为有效提升政府创新能力提供一些具有参考价值的建议，加快我国治理体系和治理能力现代化的进程。

Innovation of government administrative ability
Abstract: with the rapid development of economic globalization and the continuous advancement of comprehensive deepening reform, innovation has increasingly become an important driving force for the continuous development of a country and a nation. Innovation driven development is the only way for all industries to grow and grow. There is no doubt that the promotion of innovation and practice in the field of public administration is an important responsibility and great mission that governments at all levels must shoulder. Effectively improving the administrative efficiency and public service level of the government can not only enhance the sense of gain of the masses, but also is particularly critical for the construction of an innovative society. In recent years, more and more government departments have made remarkable achievements in reform and innovation based on local reality. However, we also see that there are many obstacles in the process of government innovation. This paper is committed to explore the factors that affect the innovation of governments at all levels, in order to provide some valuable suggestions for effectively improving the innovation ability of government, and to accelerate the process of modernization of governance system and governance capacity in China.
