In the Policy Address and Budget Consultation conducted in August 2011,the Chief Executive, Mr.Donald Tsang,pointed out that care for elderly people is one of the major concerns of Hong

Kong people.Some people have suggested that the Hong Kong Government should provide more

resources for the needs of elderly people.Someone also suggested that legislation should be

established to require young people to provide financial support for their own parents.However others argued that legislation is unnecessary as the traditional Chinese society has long valued

filial piety(respect for and obedience to parents).

Source B An extract from a newspaper article

Inside the Legislative Council,the divide between the pro-establishment and the pan-democratic forces has shaped the battles over political issues.At the community level,major political organisations have succeeded in building up their groups of loyal supporters. In districts, offices run by District Council members from political organisations have played an important role in addressing residents’daily concerns on matters ranging from hygiene to bus frequency.

However,there is no denying that the growth of political organisations has lagged behind economic and social developments in the city.Political organisations are evolving at a slow pace. The two pan-democratic groups -the Democratic Party and the Civic Party-as well as the Liberal Party,have only several hundred members each.The Democratic Alliance for the Betterment and Progress of Hong Kong (DAB)has just over 20000.All the organisations,in various degrees,face similar difficulties:lack of resources,weak policy research capacity,and a shortage of young talent. Importantly,the political organisations as a whole suffer from a negative public image.
