During World War II, Europewas occupied by the Germans. A lot of people escaped to Britain. Among them was one Belgian named Victor Dalveli. He was very patriotic. Every day,he used short-wave radio to broadcast to the Belgian people, calling on them toresist the German occupiers. In Britain there is a form of insurance organized by the government. From the beginning of the19th century, many friendly societies were formed to protect theirmembers through insurance programs and many trade unions organized suchprograms. Throughout the 19th century the practice of belonging tosuch societies grew steadily. Today insurance against sickness, unemployment,industrial injury, old age (a time when people can no longer work), and thedeath of parents and husbands is considered so important that the governmenthas its own insurance programs, which every working person must join.

People are considered “non-employed” not when they cannot find work,but when they do not wish to work because they have a private income. The ratesof contribution vary according to sex and age, and also between the threeclasses, because there are different rates of “benefit”, as payments from thegovernment are called. Not all classes have the right to all types of benefit.Class two have begun to employ themselves and so they have to accept the riskof unemployment. Class three, the non-employed, cannot claim unemploymentbenefit either, and they cannot claim sickness benefit, because sickness doesnot reduce their income.
